We don't do 1.1 1.2 1.3 anymore as Cosworth have stopped making their exhausts. As for 1.0, that is now only available with 2.0 Supercharger kit. You can still purchase Cosworth Drop In air filter for £32 and 76*C Thermostat for £46 and take it for a remap, but honestly it's not worth the money spent on the remap. Might as well get the filter, thermostat AND a quality HKS manifold and then go for a remap. That will give you very noticeable power gains.

Yes, 18x9.5 ET30 will fit if you have coilovers, if not it MIGHT rub on the strut though. ET30 is fairly low offset so the wheels will be poking out a little bit, especially on the front. -2.5 camber and 225 or 235 stretched tyres will sort it out and you'll end up with a fairly aggressive fitment.

I've got something similar happening to me when driving fast on bad roads.. it must be the speed & vibrations as it doesn't happen on motorways unless i happen to be doing 100mph I'm not actually sure where it's coming from but it seems like it's in the vents or behind the head unit.

There's a thread you might wanna look into. As far as 12k budget goes.. as long as it's been fully serviced and if you can get an extended warranty, I wouldn't be fussed about the mileage. I got mine with 40k miles, now 56k and it's sound Managed to get 3 years warranty as well (my car is 62 plate) so nothing to worry about. Insurance.. call, don't bother with online quotes much, 90% of the time it's cheaper to call. Adrian Flux, Chris Knott, Sky Insurance they seem to be popular options.
