I have had a series seized nuts in the past. For a while I thought the torque on the nuts was not quite right but in hindsight the probable cause was that I plastidipped the wheels and that the contact area between nut and wheel was not entirely clean. This can lead to the nut loosening, and when the nut loosens the threads on the bolts gets overstressed and the nuts seize. So I'd make sure the holes of the wheels where the nut makes contact are absolutely clean.
